BlueGreen Consulting and joint venture partners Withers & Sandgren Ltd are the consultants to the Watershed Conservation Authority and its joint powers authority partner the Los Angeles County Flood Control District for the preparation of the Emerald Necklace Feasibility Study & Implementation Plan and Programmatic EIR/EIS. The study focused on the implementation of project components on County-owned properties along the 17-mile regional trail loop. Project components included recreational trails, multi-use recreational trail bridges, Class 1 bikeway improvements and signage.
